• Guide to ISO 20022 exceptions and investigations (E&I) migration and case orchestration

September 2025

With the migration to ISO 20022 entering its next phase, new exceptions and investigations (E&I) messages – supported by Swift’s Case Orchestrator – promise greater automation, faster resolution and a stronger foundation for the future of payments. This white paper sets out the key milestones ahead, and outlines practical steps for FIs and their clients

For decades, E&I has remained a highly manual, resource-intensive process. Fragmented workflows, inconsistent data, and limited visibility have made resolving cases costly and time-consuming. For customers, delays create uncertainty, reputational risk, and even operational disruption.

Today, the industry has a rare opportunity to address these problems. The migration to ISO 20022 goes beyond a compliance requirement; it is a generational shift that provides the foundation to reimagine payments. The next phase of this transition – the launch of new messages for E&I – is a strategic imperative for every institution.

From November 2025, new dedicated ISO 20022 messages will be introduced in phases through to 2027, enabling structured data exchange, higher levels of automation, and faster resolution of cases. In tandem, Swift will also be implementing the Case Orchestrator, a centralised capability designed to oversee the full lifecycle of investigations, streamline routing, and involve only the relevant parties while maintaining data privacy.

For our clients, this new resource means greater clarity, more precise communication, and the confidence that their transactions are handled with unparalleled speed and efficiency. Realising these benefits, however, will require effort and investment. Financial institutions should modernise legacy infrastructures, commit resources, and equip staff with the skills to operate in the new E&I environment. Coordinated change across technology, operations, and business functions will be essential.

By preparing early and treating the transition as a business priority, the industry can finally resolve a decades-old challenge and build a stronger foundation for the future of payments.
